This has been a topic of much discussion in our other league. I want to come to a decision on this here now, long before we have our first minor league draft.
Option A: Anyone can be picked, even if it's your 4 year old nephew.
Option B: Only guys who have been drafted and signed can be picked. We have two additional options here.
1, our draft will take place AFTER the MLB draft. This is the easy way out in my opinion. Owners can look at who teams took and simply draft based on real life.
2. We can draft pre-mlb draft using online mock draft boards (I can post them if needed, I am aware of two that are very good). This still requires owners to do a certain amount of work instead of letting the MLB teams do it all for us.
Option C: Something else. I am open to any and all suggestions. If C gets some votes, we can get into specifics and determine the best way to move forward as a league. No matter which you choose, please comment below to express your reasoning and ideas. Suggestions welcome.

I personally vote for A. I see no reason to restrict who people want to draft. More options mean more choices for owners. If someone wants to take a risk on a top tier guy for next year, go for it. Injury, a decision to go to college, or a decision to pursue a different professional sport are all possibilities. Heck, the Rangers just took a NFL QB in their rule 5 draft, it happens.
