1: There is no rule requiring minor league players to be called up. Even if they are no longer considered a prospect, the owner has complete say in when he wants to call up former prospects.
2: There is no limitation on the players you are allowed to draft in our yearly minor league draft. If you want to select your 7 year old nephew, go for it. As long as the player is not currently listed on another team AND the player has not yet accumulated 50 IP's or 130 AB's at the major league level, they are fair game.
3: There is no limitation on what you can trade. You can trade draft picks, MLB guys, prospects, or Cash. This includes the possibility of paying part or all of a players contract if needed.
4: If you don't spend money, you won't lose it, period. If you end the year with 50 million dollars of unspent cash, it rolls over to the following year. Just like a savings account, you can save cash until you are ready to spend it.
5: You are allowed to front load contracts in FA as much as you like. If you saved 200 million dollars, you can drop 100 mil on the first year of a contract and pay the guy 1/2 mil for the next 4 years if you wish. The highest total dollar amount wins the bid. You can NOT back load contracts (make the later years more expensive). This causes long term financial issues and often hurts teams.

It says on the league settings page on ESPN that the maximum number of starts for Pitchers is 8 games. Is that per week or just an error?

Good catch. Someone else had set up the league before I made tweaks. That is an error. We are using a minimum innings pitched to avoid people only using RP's to win most categories. It is set at 35. Less than 35 per week results in a loss for all pitching categories.
